Request for Expression of Interest (REOI) for the Development of Domestic Airports in the Maldives under Contractor Finance Model (Reference No: PI/REOI/2026/002)
Peninsula Infrastructure Pvt Ltd (PI) is dedicated to driving sustainable economic growth, connectivity, and high-impact infrastructure development across the Maldives. , we are seeking Expressions of Interest (EOI) from highly experienced, technically proficient, and financially robust international and local contractors, developers, and consortia.
The primary objective of this REOI is to identify and pre-qualify potential partners capable of undertaking the development of domestic airports under a Contractor Finance Model, whereby interested parties shall fully secure and utilize their own financing mechanisms to execute the development works.
Scope of Works
Interested parties should demonstrate comprehensive expertise, capability, and financial capacity to undertake the engineering, procurement, construction, and financing (EPC+F) or similar contractor-financed frameworks for airport infrastructure. The scope of works includes, but is not limited to:
- Land reclamation, shore protection, and site preparation (where applicable).
- Construction of runways, taxiways, aprons, and airfield lighting systems.
- Development of passenger terminals, administrative buildings, fire stations, and ancillary facilities.
- Provision and installation of navigational aids, communication systems, and security screening equipment.
The initial list of locations identified for development includes the following domestic airports (the Employer reserves the right to add additional locations based on the strategic requirements of the Government of Maldives):

- F. Nilandhoo
- HA. Dhihdhoo
- L. Fonadhoo
- R. Fainu
- Sh. Bilehfahi
- Sh. Komandoo
- Sh. Milandhoo
- Th. Guraidhoo
- Th. Villufushi
Objectives of the REOI
- Pre-Qualification: To assess the financial capacity, technical capability, and track record of firms interested in executing airport infrastructure projects on a self-financing/contractor finance basis.
- Strategic Shortlisting: To establish a competitive shortlist of qualified developers for upcoming Requests for Proposals (RFPs), detailed negotiations, or framework agreements for high-priority aviation projects.
Submission Requirements
Interested Parties are requested to submit their Expression of Interest, which must include:
- Letter of Intent: Clearly stating the applicant’s interest in undertaking the project under a contractor finance model.
- Company Profile: including history of the projects undertaken
